NOTICE OF RACE
1 RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) including appendix D.
1.2 No national authority prescriptions will apply.
1.3 Europe class rules apply, but only the event measurer is allowed to protest infringements of the class rules. This amends RRS 60 and RRS D2.1.
1.4(a) The flag signal (“Q”) in Europe class rule 4.2(a) and 4.2(c) is changed to flag “O”.
1.4(b) The flag signal (“I”) in Europe class rule 4.2(b) is changed to flag “R”.
1.5 Any competitor is allowed to receive verbal help from competitors and spectators at any time, provided that electronic communication is not used. This amends RRS 41 and RRS D1.2(b).
1.6 RRS D2.3(a) “single-flag protest procedure” will apply.
1.7 If there is a conflict between languages the English text will take precedence.
2 ADVERTISING
Boats may be required to display advertising chosen and supplied by the organizing authority.
3 ELIGIBILITY AND ENTRY
3.1 Only one team per nation is allowed.
3.2 Each team shall consist of 3 boats.
3.3 Teams with only 2 boats are allowed to compete, but will automatically receive points equal to “Did not start” for the non-existing 3rd boat.
3.4 Teams shall be entered by their National Europe Class Union.
If the National Europe Class Union of a nation has not entered any team by July 1st 2010, a representative other than the National Europe Class Union from that nation is allowed to enter a team for the nation.
3.5 The following information shall be included in the entry:
o Names of all sailors and sail numbers.
o Name, email address, postal address, home telephone number and mobile telephone number of the team contact person. (The contact person may be a sailor or a coach.)
3.5 Entries shall be made no later than July 20th 2010 either on the event web site http://www.nss.nu/europeclass or by email to This e-mail address is being protected from spambots. You need JavaScript enabled to view it .
3.6 Late entries may be accepted at the discretion of the organizing authority.
3.7 No later than July 22nd 2010 the team contact person may (without stating reason) change the names and sail numbers of sailors in the team, or change the contact person of the team. After July 22nd any change of a team requires the approval of the International Jury.
4 FEES
4.1 There is no entry fee.
4.2 Other fees: There will be a deposit of € 20 for each provided stick with red flag. (See 12.2 below.)
5 SCHEDULE
5.1 Registration:
Friday July 23rd from 10:00 to 18:00 and Saturday July 24th from 08:00 to 09:00.
5.2 Skippers briefing Saturday July 24th at 09:00.
5.2 Dates of racing: Saturday July 24th. First warning signal will be at 11:00.
6 MEASUREMENTS
Each boat shall produce a valid measurement certificate at registration.
7 SAILING INSTRUCTIONS
The sailing instructions will be available after 10:00 on July 23rd at the registration office, and at the event web site http://www.nss.nu/europeclass
8 VENUE
8.1 The venue will be Norrköpings Segel Sällskap, Arkösund, Sweden.
8.2 The course area will be very close to the public pier in Arkösund, Sweden. Spectators on the pier will have a good view of the racing.
9 THE COURSES
The courses will have at least one beat, at least one reach and at least one run. The courses will have at least one windward mark to be left to starboard. The courses will be described in detail in the sailing instructions.
10 EVENT FORMAT
10.1 Details of the event format will be described in the sailing instructions.
10.2 The race committee may at any time shorten the format, if conditions make it unlikely that the original format could be completed in the time available.
11 SCORING
11.1 Scoring will be according to RRS appendix D.
12 PROTESTS
12.1 All races will be umpired.
12.2 The organizing authority will provide every boat with one stick, that has a red flag attached. This stick with flag shall be used when protesting.
12.3 The decisions of the International Jury are final as provided for in RRS 70.5.
13 SUPPORT BOATS
Support boats shall be marked with their national flags or a white flag with their national letters.
14 RADIO COMMUNICATION
Except in an emergency, a boat shall neither make nor receive radio transmissions while racing. This restriction also applies to mobile telephones.
15 PRIZES
The I.E.C.U. Nations Cup Trophy will be presented to the winning team.
16 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
17 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of € 500000 per event or the equivalent.
